Generally one doesn't have to know about writing in the slightest to know whether they like it, though.

Writing, like any other art, is entirely too subjective to be picked apart on basics of how complex the techniques are, or anything else - in the end, it all comes down to whether you wrote appropriately for your audience, and whether the people reading it liked it (no more knowledge than that required.)

Sorry. Just that 90% of contests on DA make no efforts at all to include writers in the slightest... *Sighs*
